Running TikTok Ads in Pakistan, India & Southeast Asia: What's Actually Different
Most TikTok Ads guides, including our own general campaign setup guide, assume a US-style checkout: instant online payment, a pixel that fires on payment confirmation, and a clean conversion signal minutes after checkout. Running campaigns for stores and clients across Pakistan, India, and Southeast Asia breaks several of those assumptions in ways worth knowing before launching a first campaign, not after wondering why the numbers don’t add up.
The Conversion Tracking Gap Nobody Mentions
A meaningful share of ecommerce orders across these markets are Cash on Delivery, not instant online payment — our COD vs. prepaid checkout guide covers why that’s genuinely the right default for a large part of the customer base here, but it creates a real problem for TikTok’s pixel: a COD order confirmation often fires as a “purchase” event at checkout, before the courier has even attempted delivery, and a real share of those orders eventually get refused or returned. That means the pixel’s “purchase” signal on a COD-heavy store overstates true conversions relative to a prepaid-only store the algorithm was mostly trained to optimize against — worth accounting for when judging whether a campaign is actually profitable, not just whether it’s hitting a cost-per-purchase target that includes orders that never actually complete.
- Fire the purchase event at order confirmation, not just cart completion, since that’s the closest available signal to real intent on a COD flow
- Track actual delivered/RTO rate by ad set or campaign where possible, not just checkout completions, so the real profitability picture includes the orders that come back
- Consider a secondary, lower-funnel optimization event (like “initiate checkout” combined with manual RTO tracking) if purchase- event data is getting meaningfully distorted by COD refusals
Ad Account Setup and Verification
TikTok’s business verification process for ad accounts in these markets can take longer and ask for more documentation than what a US or European advertiser typically experiences — a registered business name, tax ID, or equivalent local registration is often required before an account can spend at meaningful volume, and getting this in place before planning a launch date avoids a delay right when a campaign was supposed to go live. Payment method support (which cards or local payment options TikTok Ads Manager actually accepts for billing) also varies by country and is worth confirming directly in Ads Manager rather than assuming it matches whatever worked for a different market.
Language and Creative Considerations
- Native-language hooks outperform English-only creative in most of these markets, even when the target audience is comfortable with English — a hook in Urdu, Hindi, Bahasa, or Tagalog in the first 1-2 seconds reads as more native to the feed than an English hook translated later in the video
- Code-switching (mixing English and the local language naturally) often outperforms either pure English or pure local-language creative, since it matches how people in these markets actually speak day to day, especially in urban areas
- The same native, phone-shot creative principle from our first campaign guide applies here too, arguably more strongly — a polished, clearly “produced” ad reads as foreign and less trustworthy in a feed that’s otherwise dominated by local creators
- Price framing needs local currency, not a converted USD estimate — a price shown in local currency (PKR, INR, IDR, PHP) converts meaningfully better than one shown in USD with an implied conversion the viewer has to do mentally
Audience and Targeting Differences
- Age and device skew run younger and more mobile-heavy in several of these markets compared to the US, though this varies significantly by country and product category — checking actual platform data rather than assuming a fixed demographic profile still applies here
- Urban/rural targeting split matters more here than in most US campaigns — tier-1 city audiences often behave closer to global TikTok norms, while tier-2/tier-3 city audiences may respond differently to both creative style and offer framing, particularly around COD versus prepaid messaging
- Budget minimums and typical CPMs vary by market — some of these markets run meaningfully cheaper CPMs than the US or Europe, which changes the math on our TikTok Ads budget guide’s conversion-threshold rule of thumb; the same 15-25 conversion target before judging results still applies, but the total spend required to get there is often meaningfully lower
What Doesn’t Change
The core campaign discipline transfers directly regardless of market: build in paused state, start broad on targeting, fund the ad group at a real threshold rather than the bare minimum, and give a test 24-48 hours before judging it — our first TikTok campaign guide covers that structure in full, and none of it needs to change for a regional audience. What changes is the layer on top: the conversion event that actually reflects reality on a COD-heavy store, the language the hook is written in, and the currency the price is shown in.
The Practical Starting Point
For a first campaign targeting these markets, the single highest- leverage fix beyond the standard setup is getting the purchase-event definition right for a COD-inclusive checkout — a campaign that looks profitable on checkout-completion data alone and turns out unprofitable once RTO is factored in is the most common way these campaigns quietly underperform without anyone catching it until a month of spend has already gone out the door.
